ELECTRICITY.

The DFO, FGS will cut the top branches of trees so that the flow of electricity is not hampered especially during floods. Electricity Department shall ensure regular supply of electricity. The DFO shall be responsible for ensuring immediate removal of fallen trees during the floods/ heavy rains.

DRINKING WATER SUPPLY.

The XEN Public Health, FGS, E.O. MCs and Secretaries in the Market Committees will make all necessary arrangements to ensure supply of clean and potable drinking water in relief camps in District. FGS.

DISPOSAL OF DEAD BODIES AND CARCASSES.

The Executive Officers of Municipal Councils and Deputy Director, Animal Husbandry shall be responsible for the removal of dead bodies and the carcasses during the flood / heavy rains.

HELP FROM VOLUNTARY SOCIAL ORANIZATIONS.

In case of any disaster occurring, the SDMs shall encourage the voluntary social organizations to organize temporary relief camps and medicines. The Honorary Secretary, District. Red Cross Society and the District. Mandi officer shall procure wheat from the commission agents, which shall be given to the affected people as and when required.

RELIEF CAMPS.

The District. Food & Supply Controller, Fatehgarh Sahib & Chief Agriculture Officer, Fatehgarh Sahib will be the overall in charge of these camps. The District. Food & Supply Controller will ensure proper supply of essential commodities and will keep ready the availability of 100 bags of Atta, 15Qtls. of Dal and sufficient stock of vegetable oils and Kerosene oil etc at call.

FODDER AND MEDICINES FOR THE LIVE STOCK.

The Deputy Director Animal Husbandry, FGS and Chief Agriculture Officer, FGS will ensure that the cattle in flood prone village are vaccinated well in time and also maintain stock of medicines at their own level. The arrangements for fodder will also be made with the help of District. Mandi Officer, FGS. The teams constituted for the purpose, are to be sent to all blocks and other flood prone areas. The tehsildar have been specifically directed to make a survey of total number of horses and cattle in different villages prior to flood season so that bogus claims can be avoided. Such information is to be sent before 1st July every year positively. Dry fodder should also be kept in sufficient stock.

 COMMUNICATION.

 The police wireless system shall function as an alternative mode of communication in case of floods. The SSP, FGS will set up wireless sets in DC's office and in vehicles of all SDMs, Tehsildar and DRO. One high-powered set shall be installed in District Flood Control Room with effect from 1st July to 30th September every year. The Call signs assigned to different officers are as hereunder.

 ASSISTANCE FROM ARMY/BSF AND PUNJAB HOME GUARDS.

The ADC, FGS shall requisition Army help if situation so warrants. The concerned SDM shall inform when ever the help of army is required. The ADC is also requested to call a meeting with the Army Officers and get their contact numbers.

PRESENCE OF ALL DISTRICT HEADQUARTER OFFICERS.

The Assistant Commissioner (General) FGS will issue an office order indicating clearly that during the rainy season, which generally starts from 1st July and continues up to 30th September, every officer will not leave station without the prior approval of Deputy Commissioner, FGS.

In case of accidents of such like nature, the following points need to be taken care of -

  • Rescue and relief of injured and entrapped passengers in railway accidents.
  • Management of law and order at the site of the accidents including crowd control.
  • Protection of belongings of railway passengers at the site of railway accident.
  • Medical assistance for the injured including hospitalization.
  • Identification and preservation of the dead.
  • Assistance of fire brigade and rescue team of district administration.
  • Linkage with control centers for sharing information.
  • Listing of resources available for disaster management to facilitate sharing of the same.
  • Transportation of stranded passengers by mobilizing buses if required.

At the Site of the Accident

Work to be done by the Rail authorities

A Control Room would be put into place immediately by the rail authorities for registering the names of safe/ injured/dead passengers and this list would be relayed to the control offices of both the rail and the district administration for display at the enquiry counter

The required number of TTEs/TCs/Licensed porters in uniform would be rushed to the site. Gangmen would be actively involved in rescue operations i.e.in shifting of the dead or the injured. Arrangements of Shamiana, Announcement system, Emergency lights and catering arrangements with cooking facility would have to be made by the district administration Arrangements to inform the next of kin or a relative or a friend of the deceased will have to be made.

In case of unclaimed bodies, the railway authorities shall get such bodies photographed. Each body will be given a number for subsequent identification.

Belongings of the injured and dead would be listed out, collected and deposited at the nearby station under the specific guard of RPF. Unclaimed items will be safely transferred to lost property office.

In case of accident of a goods train

1.Arrangement of adequate labour by mobilizing resources available from the local market for unloading the wagons involved in the accident

2.Adequate tarpaulins to cover the goods

3.Arrangement of gunny bags for retrieval of loose material lying at the site of the accident.

4.Consignor/consignee would be informed regarding involvement of their consignments in accident besides intimating forwarding destination station.

Work to be done by the district administration

There are three main Railway Stations i.e. at FGS. In case of any rail accident the information shall be passed on the Divisional Railway Manager and the other concerned officers through police control room.

For extrication of bodies/injured persons from railway coaches, help shall be taken from the near by villagers, the local residents in the nearby cities/ town and the local NGOs. Respective SDMs shall be responsible for coordination between different agencies working at the site. The District Red Cross Society and other NGOs shall mobilize medical service. D.T.O. in consultation with the officer in charge of the relief operation shall arrange for transport within the state.

Identification of factories having off-site consequences and the area which is to be covered under Area Contingency Plan will have to be decided by the Factories Inspector, who will also collect information on "Chemical fact sheet" and furnish it to the administration. Based on the data from the Chemical Fact Sheets, The Fire Brigade Chief of the district will evaluate in consultation with other experts and Committee the existing equipment, personnel and their state of training of the minimum requirements in terms of men, materials, equipment and training to meet the emergency in their area. The Police Chief of the area in consultation with the committee members and experts will deal with responsibilities of the Police in case of emergency. He shall identify the events which would necessitate evacuation and the traffic control, arrangements for evacuation from the neighboring units and residential localities around, control of traffic to and from the factory to fight emergency and prevent panic will be the job for police In it, he will identify the role of various police stations, chowkis and out-posts existing in the area and need for establishing some more, shifting and residing of some and upgrading some will be examined. He may also be the main source of communication as various police stations are linked by wireless sets. In the event of an emergency occurring affecting residential localities around the plant where incident takes place, the police will also make the public announcement regarding precautions to be taken.

The District Health Officer, in association with experts and Committee Members will ensure medical assistance to be available in case of an emergency taking place. He will identify all hospitals in the area whether in by Government, municipal, private or ESIC and facilities available in time of emergency to provide medical aid to victims of exposure to toxic substances, etc.

The committee will meet generally in the months of May / June and takes stock of the situation. Flood preparedness of each Govt. Deptt. will be reviewed and the emergent flood protection works which need special repair or new construction would be carried out latest by 30th June are approved. The District. Flood Control Room is set up in the office of District. Revenue Officer, Fatehgarh Sahib having telephone No. 95-1763-232838 under the charge of D.R.O., Fatehgarh Sahib. It is made operational from 1st July to 30th September under normal circumstances. Various activities are undertaken before the onset of monsoon. These are as follows: -

MEASURES TO BE TAKEN FOR FLOOD PREPAREDNESS

Some of the important measures required to be taken before the floods, during the flood and after have been outlined earlier.

The major role during the floods is that of the Drainage and Public Health Department. The other departments are also assigned duties as under: -

1.The Executive Engineer, Drainage, Fatehgarh Sahib will be responsible to drain out water, in case there are waterlogged areas due to floods/heavy rains in the low lying localities. The Executive Officers of Municipal Councils in their respective jurisdiction in Fatehgarh Sahib, District. Will assist him in performance of his assigned duties.

In case of floods in any area the respective police station /police post in charge shall immediately convey this messages to the people in that area and will take further steps for evacuation of people to the relief camps. INFORMATION REGARDING HEAVY RAINS/FLOODS.

 The Tehsil Flood Control Room will send every kind of information with regard to flood/heavy rains to District Flood Control Room.

JEs/SDOs ON DUTY AT VULNERABLE POINTS.

 The Drainage Department will pitch tents near vulnerable points on the drains and officials from their Department will remain present round the clock. XEN Public Health and XEN Water Supply and Sewerage Board will be overall in charge of the District. and will be responsible to drain out water from the village in cases of flood and heavy rains.

FLOOD FIGHTING EQUIPMENT AND ITS PLACEMENT.

 The officer in charge of the Flood Control Room shall have a list of flood relief equipments available in the District. He shall also physically inspect all equipments before 30th June and certify that all relief equipments are in working order.

STOCKS OF TARPAULINS TO BE MAINTAINED.

The Food Corporation of India , Markfed and PUNSUP will supply the Tarpaulins cover. The DFSC, Fatehgarh Sahib will coordinate with such agencies in the District for supply of such material and shall store 5000 tarpaulins in his office for catering to the emergent situation. The DFSC will be Nodal Office for this purpose.

TRIAL RUN OF BOATS/CHECKING OF FLOOD RELIEF EQUIPMENTS:

The SDM concerned will ensure trial run of boats lying in their sub division are made before 1st July every year positively. They may thereafter send the certificates that these have been checked along with other equipments.

 ARRANGEMENT OF TELEPHONE FACILITIES/SEPARATE LINE TO ARMY

 SDO Telephone FGS maintain a regular check of the working of the telephones and of all-important numbers shall be sent to him by the DRO, FGS.

E.C.BAGS.

XEN Drainage, Fatehgarh Sahib shall make arrangements for sufficient no. of E.C.Bags so that it could be readily available at the time of emergencies.

Vehicles falling into the Canal

In case a vehicle falls into the canal. XEN Bhakhra main line should be contacted at 0175-2363224. In case of breach in canal also the same needs to be immediately informed so that information could be sent to Director Regulation, BBMB Nangal. In case divers are required, Chief engineer, BBMB Nangal can be contacted at 01887-233001 and 230024.

The District has no cyclones, though in the months of May and June, there are some thunderstorms followed by medium to heavy rainfalls. In this case also, the Disaster management will be the same as envisaged during the floods. However, in this case because of strong winds, there may be large scale up-rooting of electricity poles and snapping of wires resulting in hindrance to smooth flow of traffic on the GT and other important Roads and disruption in power supply. Chances are that when trees fall into the canals / distributaries. This may cause flooding of the area in the locality. Accordingly, the role of Forest Department, PWD, PSEB, and Irrigation Department becomes very important. These departments shall prepare and the contingent plans in order to tackle any such like eventuality.

As per the data available, temperature in this district during the month of May and June goes as high as about 45 degree centigrade and during the months of Dec. & Jan. lowest temperature hovers around Zero degree centigrade. The district has no houseless population and there having been no incident of any deaths due to heat wave or due to cold waves reported. Even then the role of Health Department is very crucial to tackle such kind of situation. In addition, all Municipal Councils must keep check on the migrant population who are prone to heat / cold waves. The role of District Red Cross Society, Fatehgarh Sahib is also very important. The Society provides blankets to the needy people.

Through most of the agriculture land in the District is irrigated through canal water and tube wells. XEN Rural Water Supply shall ensure that there is no shortage of drinking water supply in the affected area.

There have been occasional incidents of thunder and lightning resulting in at times loss of property and human lives. Most important aspect for tackling this kind of disaster will be to ensure immediate first aid to the affected population and then to shift them to the nearest hospitals. In case of localized fire generally local people come to extend help to immediately control it. However in case of a major fire, fire tenders from Municipal Councils can always be requisitioned.

Punjab State does not fall in the high seismic zone, but the seismic activity being most unpredictable, it can happen anywhere. For providing relief in four Sub Divisions, the Executive Officers of the respective Municipal Councils shall be the nodal officers and will work under the supervision of respective Sub Divisional Magistrates; in the rural areas respective B.D.P.O.s shall be the nodal officers. ADC(Development) and D.D.P.O shall be in charge of supervision upon the B.D.P.O.s work in Fatehgarh Sahib. Civil Surgeon and Deputy Director, Animal Husbandry as per the teams constituted for the relief of affected persons, shall provide health and veterinary services. Drinking water shall be provided jointly by the Municipal Council, Market Committees, P.W.D. Public Health (GWS) & (RWS) and Punjab Water Supply and Sewerage Board in all the towns and villages. Debris removal will be carried out by E.O.s in towns and B.D.P.O.s in the rural areas with the help of local NGOs and Youth Clubs. Fire Brigade Services shall be provided by the E.O.MCs. Relief Camps and other facilities shall be same as in the case of floods.

Though there is no history of any out break of epidemics in the recent past in this district, yet contingent plan prepared by Civil Surgeon shall take care of any out break of epidemics. There are hardly any previous incidents of pest attacks. However, in recent years. Because of shift in paddy wheat cycle, there can be possibility of pest attacks. Chief Agriculture officer has prepared a plan for control of any kind of pest attacks. Chief agriculture Officer, FGS has constituted teams also. These teams shall be responsible for tackling any anticipated disaster under their respective jurisdiction. They will also be responsible for organizing farmer's training camps, supply of pesticides and green & dry fodder for the animals during the disaster period.
