Civil Surgeon, Fatehgarh Sahib shall be over all in charge of tackling any accident arising out of food poisoning. 24 hours emergency services are available in Fatehgarh Sahib Civil Hospital . Ambulance services are also available for bringing patients from remote areas to nearest Civil Hospitals. Civil Surgeon shall also ensure adequate supply of life saving drugs and medicines required to control the cases of food poisoning.

FARM FIRES
Farm fires are a farm owners worst nightmare. Most have tragic results whether it is the loss of human life, an animal, valuable equipment or the building structure itself. The majority of all farm fires are the result of carelessness and a lack of fire safety knowledge. The two most common times of the year for farm fires are summer and winter. Summer fires are often the result of electrical storms or spontaneous combustion of hot hay. Winter fires are cause by appliances, rodents chewing through wires or the accumulation of dust and cobwebs on electrical surfaces. Farm owners and managers should be able to identify potential fire hazards around the farm:

Highly Flammable or Combustible Materials - If at all possible, hay, straw and other types of bedding should not be stored in the same building in which livestock is housed. Care should be taken that these materials are not stored with machinery or near any type of electrical or heat source. Highly flammable materials may include:

  • Hay and straw
  • Bedding material (especially sawdust and shredded newspaper)
  • Cobwebs, dust, and grain dust
  • Horse blankets
  • Paint
  • Fertilizer
  • Pesticides and herbicides

Accelerants - Accelerants are substances that increase the speed at which a fire spreads. All accelerants are highly flammable or combustible, but not all highly flammable or combustible materials are accelerants. Accelerants must be stored in approved containers and properly labelled as such (plastic milk bottles do not quality as approved containers for storing chemicals). In case of a fire, the information should be given to the fireperson in charge to aid the fire department in knowing what potential toxic fumes or explosions may result and how best to contain the situation. Common accelerants include:

Gasoline

  • Kerosene
  • Oil
  • Aerosol cans

Ignition Sources - An ignition source is something that can cause an accelerant or flammable material to ignite or smoulder. Examples of ignition sources are:

  • Cigarettes and matches
  • Sparks from welding machines and machinery (trucks, tractors, mowers)
  • Motors
  • Heaters
  • Electrical appliances
  • Fence chargers
  • Electrical fixtures and wires
  • Batteries
  • Broken glass
  • Chemicals which may react with each other or with water or dampness

ELECTRICAL SYSTEMS AND DEVICES

Electrical systems in farms, is often the cause of a fire. The following safety precautions should be taken when installing a new system or repair of an older electrical system.

  • Avoid areas of excessive moisture for the location of the main electrical panel box.
  • Place panel box in the driest, most dust free area as possible. (Stall areas are not recommended; place in tack room or utility room.)
  • Panel box should be corrosive resistant and weather-proofed even if installed inside a building
  • Wires should be encased in metal conduit pipe. Even temporary wires (such as extension cords to a tank heater) should be run through conduit pipe to keep the wires safe from breakage and away from the teeth of horses, livestock and rodents and metal shoes of horses. Below is a check list regarding other electrical concerns in animal facilities.
  • Motors - such as the type used for circulation fans, water pumps or hay elevators should have moisture/dust proof on/off switches.
  • Motors should not be within 18 inches of any combustible material (hay, bedding). A fire resistant shield should be placed around such material to protect it from any heat given off by a motor
  • Any appliances used in the barn (i.e. clippers, dryers, vacuums) should be UL approved and grounded. Appliances with broken, frayed cords or bent plugs should not be used until properly repaired. (Wrapping the cord in electrical tape is not a proper method of repairing a frayed cord.) All appliances should be disconnected when not in use.
  • Never use extension cords with heat lamps.
  • Heat tapes and water tank heaters must have a thermostat and be UL listed. Tapes and tank heaters should be installed and used following manufacturer instructions. Tank heater cords and heat tapes should be adequately protected so that animals (horses, livestock, cats, dogs, rodents) cannot easily chew through them causing electrocution, electrical shocks or a barn fire. Heat tapes should be protected with a fire retardant insulation material.

GENERAL FIRE SAFETY PRECAUTIONS

  • Weeds, twigs, and other trash should be kept mowed or picked up from around the outside of the barn.
  • Manure piles should be at least 20 feet away from the barn to reduce the chance of combustion fire.
  • Hay/bedding storage should not be near lights, fans, electrical boxes, heaters or outlets.
  • When storing newly baled hay, care should be taken that the temperature of the bales does not get too hot. Adequate ventilation should be provided for additional drying of the hay. If too much heat builds up, spontaneous combustion is inevitable. (Never purchase hay that is hot - meaning that it was baled too wet. This is a fire hazard and the hay will usually turn moldy, making it unpalatable and unhealthy for horses to eat.)
  • Flammable substances should be kept elsewhere besides the barn.
  • Store vehicles and machinery in a separate building.

LIGHTNING PROTECTION

  • Buildings should be equipped with professionally installed lightning rods of copper or aluminum. The system should be properly grounded.
  • All pipes, water systems, electrical systems and telephone lines should also be grounded.
  • Contact a professional for proper maintenance and installation.

ABC (all class) dry-chemical fire extinguisher should be in all livestock buildings, workshops or wherever welding is done.

The very first step in case of oil spill will be to seal the area and divert vehicular traffic, No inflammable articles should be allowed in these areas. SSP would ensure immediate cordoning off of the area and diversion of vehicular traffic. The local SDM will then get in touch with the company whose vehicle has overturned and the necessary follow-up action taken by the concerned company be done.

During Diwali festival, the district draws huge crowds in the markets. There is considerable sale of firecrackers by un-authorized persons other than the authorized license holders. During the festival any small spark in the busy market places can be a cause for major fire. Respective E.O.MCs shall ensure that at suitable locations, sufficient number of fire fighting equipment (if available) /sufficient number of buckets filled with sand and sufficient amount of water is stored. Written directions should be issued in this regard.. The whole town shall be divided into different sectors. Each sector will be under the charge of a responsible officer along with representatives of shopkeepers in the locality. SDMs shall keep a constant vigil on the situation by having frequent visits in the markets.

There have been incident of fire to the standing/ harvested wheat/paddy crop. In most of the cases, the cause is short circuiting, because of loose electricity cables and touching of combine harvesters with the overhead electric wires .To avoid such incidents, harvesting of wheat / paddy crop at night is prohibited by the District Magistrate.

In case of any such disaster, information about the same shall be conveyed to the affected population through civil and police Control Rooms. Mobilization of people shall be effected through Government and Non Government Organizations. At the District level, DDPO shall mobilize the village panchayats through respective BDPO's.

Assistant Director, youth service and co-coordinator, Nehru Yuvak Kendra shall mobilize the Youth clubs in the rural areas. NGOs shall be mobilized through respective SDMs. The District Youth Coordinator shall also press the National Reconstruction Corp Volunteers in the district in to service.

In case of bomb blasts, the following needs to be done

(a) Evacuation of civil population from a particular area

(b) Arrangement of transport for the Army.

(c) Arrangement and supply of essential commodities for the Army.

(d) Energizing civil defense organization.

(e) First Aid and evacuation of injured people.

(f) Shifting of casualties

NUCLEAR EMERGENCIES/ATTACKS – HOW TO RESPOND

Nuclear facilities in India adopt internationally accepted guidelines for ensuring their safe operations and safety to the public and the environment. An independent regulatory authority oversees their safe operations. While the limits for radiation release / exposure have been set at a fraction of what can cause any significant harm, emergency procedures get implemented even when these very low limits are exceeded. As a result, it is extremely unlikely that the public near a nuclear facility will be exposed to any radiation beyond the permissible limits. However, to reassure the public, contingency plans are put in place even to handle such unlikely scenarios.

AN OVERVIEW OF THE EMERGENCY RESPONSE PLANS

1. The Department of Atomic Energy (DAE) has been identified as the nodal agency in the country in respect of man made radiological emergencies in the public domain.

2. For this purpose, a Crisis Management Group (CMG) has been functioning since 1987 in DAE. In the event of any radiological or nuclear emergency in the public domain, the CMG is immediately activated and will co-ordinate between the local authority in the affected area and the National Crisis Management Committee (NCMC). The CMG comprises of senior officials drawn from various units of DAE like the Nuclear Power Corporation of India Ltd. (NPCIL), Bhabha Atomic Research Centre (BARC), Heavy Water Board (HWB) and the Directorate of Purchase and Stores (DP&S). It also includes a senior official from the regulatory authority, the Atomic Energy Regulatory Board (AERB). Each member is backed by an alternate member, so that the CMG can be activated at a very short notice. Several Resource Agencies from BARC also back up the CMG. They can provide advice and assistance in the areas of radiation measurement and protection and medical assistance to radiation affected personnel.

The local District Administration, the Crisis Management Group, DAE and the National Crisis Management Committee (NCMC) get involved in this last type of Emergency.

DO THE FOLLOWING

1. Switch on Radio / TV and look out for public announcements from your local authority.

2. Close doors / windows in case of cyclones.

3. Cover all food, water and consume only such covered items.

4. Extend full cooperation to local authorities and obey their instructions completely – be it for taking medication, evacuation etc.
 
 DO NOT DO THE FOLLOWING

1. Do not panic.

2. Do not believe in rumours passed on by word of mouth from one person to another.

3. As far as possible, AVOID –water from open wells / ponds, exposed crops and vegetables, food, water or milk from outside.

4. Do not disobey any instruction of the District or Civil

5. Authorities who would be doing their best.


 What to Do Before and After

  • Get ready for natural disasters before they happen
  • Prepare an emergency plan and conduct an emergency drill with your family.
  • Prepare an emergency evacuation plan for your home. Each room should have at least 2 ways to escape in case one is blocked. Establish a place where your family can reunite after an emergency.
  • If you live in an apartment, know the locations of emergency exits, fire alarms, and fire extinguishers.
  • Make sure children, houseguests and childcare providers know your safety procedures. By planning and practicing what to do, you can condition yourself and your family to react correctly when an emergency occurs.
  • Establish an alternative way to contact others that may not be home, such as an out-of-the-area telephone contact. During some emergencies such as an earthquake, completing local telephone calls may be difficult, it may be easier to telephone someone out of the area.
  • Prepare and maintain an emergency kit with enough supplies on hand to be self-sufficient for at least 3 days, and preferably up to one week.
  • Know when and how to turn off electricity, water and gas at the main switch and valves.
  • Evaluate your home for safety; including ensuring your home can withstand a serious earthquake or other emergency.
  • Always store flammable material safely away from ignition sources like water heaters, furnaces and stoves.
  • Be sure smoke alarms are installed throughout your home. If the smoke alarm runs on batteries, or has battery back-up power, replace batteries at least once per year. If the low battery warning beeps, replace the battery immediately. All smoke alarms in your house should be tested every month using the alarm test button.
  • Keep fire extinguishers in your home, and know how to use them before they are needed. You should keep a fire extinguisher in high-risk areas such as the kitchen and workshop.

District FGS is surrounded by District Patiala, Ludhiana & Ropar. In case of a disaster in any of these neighboring districts, Assistant Commissioner, (Gen.) shall be the nodal officer for coordinating the relief and shall be available at the following telephone number +1763-232217(O),233904(R)

For providing medicines and other relief materials, District Red Society, FGS has sufficient resources for tackling any such kind of situation. In case medical and Para-medical staff is required, the same shall be also be mobilized for extending their support. D.T.O. FGS shall make necessary arrangement to ensure transport facilities to the officers/ officials rushing to the site.
